Ways to enhance sustainability skills in university education with reference To the case of Algeria (analytical study)

Generally, green jobs require green skills, which are basicallyformed from non-traditional cognitive skills and are built into formal education at the university. Therefore, sustainability education at the university is the suitable education for the production of this type of skills, simply the reason of its advantages that focus on the student. This study, aims to show the importance and elements of sustainability education, based on some pioneering experiences in some international universities.The study reached interesting results conducting the way of integrating Sustainability in the system of education, particularly the Algerian university and knowing the real situation in this case following the recently programmes used in Algeria.
Open education as a mechanism for acquiring and refining the human resource with green skills, With reference to the case of Algeria (An analytical study)

The shift towards green activities led to a structural change in the nature of the skills which make up functions, so that the demand for green skills raised, which pushed to find a mechanism that could keep pace with this growing demand, by adopting open education models as an instrument that guarantees a large and continuous flow of required skills. This study, aim to highlight the importance of open education in increasing integration into green life conducting students’ educational stages to acquire green skills, the study reached interesting results that help governments move towards making open education an important source and resource for green skills.
تحميل أهمية النشاط المقاولاتي في دعم وتطوير رأس المال الفكري باستخدام النمذجة بالمعادلات الهيكلية

This research addresses the role and importance of entrepreneurial activity in supporting and developing intellectual capital in industrial institutions, in light of the opinions of a sample of heads of departments, administrative units, and executives working at TOP GLOVES Company for manufacturing medical gloves at the level of the state of Ain Temouchent. In order to reach these opinions, a questionnaire form was then designed. It was prepared for this purpose and distributed to the sample members, which numbered (86) workers. To analyze the study data, we used structural equation modeling based on Partial Least Squares. Through this study, we then arrived at results indicating the existence of a statistically significant correlation between Dimensions of entrepreneurial activity and dimensions of intellectual capital.

With the development of the activities of individuals, the activities of individuals within society, and the transformation of human activity from purely agricultural to primarily industrial, the development of transport operations has increased to keep pace with these developments. Which may affect the marine environment, which raises a legal question centered on the problem of compensation in the event of damage to the marine environment caused by the transportation of goods that are of great danger. Therefore, this study was divided into two main axes: the concept of maritime transport of dangerous goods and the impact of civil liability for the transport of dangerous goods. Due to the importance of this topic and its specificity, both the descriptive as well as the analytical approach was relied upon for its statement.
أحكام المسؤولية المدنية أمام التطور الإنساني.. إلى أين؟

إن التعويض هو جزاء قيام المسؤولية المدنية في حق المدين الذي عجز عن تنفيذ التزامه تنفيذا عينيا، ونظرا للتطورات الإنسانية الحديثة التي مست جل مناحي الحياة نتيجة لظهور الثورة الصناعية وكذا التطور الرقمي الهائل الذي أصبح ضرورة اجتماعية لا يمكن الاستغناء عنها أين أصبح العالم قرية صغيرة. ونتيجة لهذه الثورات الإنسانية فقد أثرت بالضرورة على أحكام المسؤولية المدنية خاصة في الشق المرتبط بالتعويض، فساهمت في بروز نظريات فقهية حديثة أثرت على النصوص القانونية المنظمة لأحكام المسؤولية المدنية.

The protection of stakeholders in a joint-stock company is considered as one of the most significant foundations on which corporate governance is based.Though workers have an interest in a jointstock company , they are the weakest category in its system.Besides, we will attempt through this study to highlight the role of corporate governance in protecting workers’ interests and promoting their role in managing a joint-stock company Furthermore, through the analysis of the principles of corporate governance for the OECD and its approach with the mechanisms adopted by the Algerian legislator to involve the worker in management and administration, the study showed some legislative shortcomings, requiring amendment in order to consolidate the role of workers in the joint stock company

The digitization of public procurement in Algeria is a new topic under Law 10-236 of October 17, 2010 related to the organization of public procurement, as the Algerian legislator tried to fight corruption crimes by resorting to the modern management of this field, and because of the advantages of electronic management to combat these crimes, so that the Algerian legislator confirms the same approach upon the issuance of Presidential Decree 15-247 of September 16, 2015 regulating public procurement and public utility mandates , especially after the establishment of the electronic portal for public procurement, but the process of digitizing public procurement proceeded slowly under these two presidential decrees, and with the advent of the new law on public procurement 23-12 of August 05, 2023, defining the general rules for public procurement. So the public procurement is at the heart of this text, and more importance is given to the electronic portal.

Modern technologies contribute greatly to the development of many public and private sectors that provide goods and services, which requires the collection and processing of personal data. This resulted in a new type of privacy problem. Also, when a person provides information related to him, he believes that this information is only used for the specified purpose, but the truth is otherwise, as it may not be used only for the stated purpose, and this violates the person’s privacy, and may constitute a blatant assault on his personal rights. Therefore, states seek to provide adequate protection for personal data from any attack, especially by specifying the obligations of the controller, the violation of which entails liability.
معوقات استعمال الإدارة الالكترونية في المرافق العامة في الجزائر من وجهة نظر المواطنين – دراسة حالة دار البلدية لولاية عين تموشنت، الجزائر

The following research paper aims to study the extent of the use of e-government in municipal offices and its role in improving the level of services provided to citizens. The paper will select a sample of citizens who benefit from the services provided by the municipality of Ain Temouchent to study their level of satisfaction with the e-services and personal services provided by the municipality. A questionnaire will be used to collect data from the selected sample, and then the data will be analyzed using the spss 27 program to obtain the results of the study. The study found that there is a strong will on the part of the Algerian government to pursue change and digitize services in municipal offices, which has resulted in a significant improvement in the level of services provided. However, the results achieved on the ground do not comply with the objectives set out in the government programs, due to the dissatisfaction of the surveyed citizens with the services provided by the municipality of Ain Temouchent. Based on the results of the study, the following recommendations were made: • Work to promote the culture of e-government in popular circles before its use. • Work to train workers in public facilities on the use of modern technologies, on the one hand, and on the principles of citizen-administrative relations, on the other.
إمكانية اعتماد المعايير المحاسبية الصادرة في الجزائر في ظل النظام المحاسبي المالي والمعايير المحاسبية الدولية -دراسة حالة بنك البركة

The study aims to focus on certain international standards relating to Islamic financial institutions published application of international accounting standards for Islamic financial institutions, while basing itself on the case from Algeria, which is still far from this new industry. Thanks to the field study and after direct contact with the bank "al Baraka", we used the interview method as an essential tool in order to draw some conclusions, we found that Islamic banking institutions in Algeria try to implement the accounting standards issued by “AAOIFI” in their financial transactions, but this disclosure remains insufficient. This is due to the application of the chart of accounts applied to Algerian banks, which has led to a lack of transparency and credibility in the financial information presented.

حاولنا من خلال هده الورقة البحثیة توضیح كیف ساهمت التحولات الاقتصادیة والمالیة في تآكل متراكم للقدرة الشرائیة للجزائریین، مع ارتفاع الأسعار وثبات الأجور منذ ،2008وهو وضع یدعونا إلى الجزم بأن سیاسة الدعم المباشر لا یمكنها سد تلك الفجوات المتزایدة بین الحاجات الاجتماعیة المحلیة والتغیرات الحاصلة في الأسواق العالمیة وحتى المحلیة، وهو ما نتلمس آثاره الیوم من أزمات ندرة للسلع الأساسیة والأدویة وارتفاع الأسعار خصوصاً في خضم الأزمة الوبائیة العالمیة. وخلصت هده الدراسة بأن الدولة قادرة على التخلي التام عن سیاسة الدعم الاجتماعي على الأقل في شكله المباشر، لما لذلك من تبعات اجتماعیة خطیرة خصوصاً بعد تلك التحولات السیاسیة التي عرفتها البلاد. كما أن التوجه إلى استراتیجیة إصلاح شاملة تحتاج إلى وقت كثیر وأدوات علمیة تقییمیة وبنیة لوجستیة وتشریعیة أكثر شفافیة ومُكاشفة
دراسة العلاقة بين التطور المصرفي والنمو الاقتصادي في الجزائر خلال الفترة 2020 -2000 باستخدام نموذج تصحيح الخطأ

This study aims to highlight the impact of the development of the banking sector on economic growth in Algeria during the period from 2000 to 2020, using the co-integration model and the error correction model (ECM). The study reached the following most important results: Depending on the Johansen test in the long term, all the variables of the study represented in (government spending, trade openness, inflation index) has a positive relationship with the rate of economic growth in Algeria, However, the banking development index measured by domestic credit provided to the private sector (BD) showed a negative impact on the rate of economic growth in Algeria during the study period. While the results of the short term, based on the ECM model, showed that the study variables maintain the same previous relationship in the long term, except for the government spending and inflation index, which had no effect on the rate of economic growth. Accordingly, the study concludes that the reason for the negative relationship between banking development and economic growth is due to the monopoly of the activities of the banking system in Algeria by public banks, which account for about 90% of the total assets, and this is what deprives the Algerian economy of an effective participation of the private sector in achieving economic growth in algeria.
العلاقة بين الشمول المالي والاستقرار المصرفي في ظل التكنولوجيا المالية دراسة تحليلية وقياسية لحالة الجزائر وتونس

This study aims to highlight the relationship between financial inclusion and banking stability in light of financial technology in Algeria and Tunisia based on a sample of 17 commercial banks during the period 2006- 2021, using the GMM Panel Dynamic model. The study concluded the following most important results: There is an acceptable statistically significant positive relationship between the Financial Inclusion Index (FI), the profitability and size of the bank, the banking development and the banking stability index (Zscore) for the sample countries ,while the GDP are negatively related with stability, but capital and market competition index and did not have any effect on banking stability .
دور جودة خدمة الهاتف النقال في تحقيق رضا الزبون دراسة حالة مؤسسة"جازي"بعين تموشنت

تهدف هذه الدراسة لمعرفة أثر جودة الخدمة الهاتفية النقالة على رضا الزبون لدى مؤسسة جازي واعتمدت الدراسة على المنهج الوصفي التحليلي، وتم جمع البيانات بالاعتماد على الاستبيان من خلال الأبعاد الخمسة للجودة وهي (الملموسية، الاعتمادية، الاستجابة، الأمان، والتعاطف) بالإضافة لبعد الاتصال، وتم توزيع الاستمارة على عينة متكونة من 150زبون. ومن أبرز النتائج التي توصلت إليها هذه الدراسة، وجود أثر لجودة الخدمة المقدمة من طرف جازي على رضا الزبائن ، كما أظهرت النتائج أن جميع أبعاد جودة الخدمة (الاعتمادية، الملموسية، الاستجابة، الأمان، التعاطف، الاتصال) تؤثر على رضا الزبون، وقد كان بعد الملموسية أكثر الأبعاد تأثيرا. الكلمات المفتاحية: جودة، خدمة الهاتف النقال، رضا الزبائن، عين تموشنت، جازي
The impact of Insurance Service Quality on Customer Satisfaction

This research aims to determine the extent to which the quality of insurance services offered by the Algerian Insurance Company (SAA) in Oran influences customer satisfaction. To accomplish this, a questionnaire was formulated as a means of data collection and was administered to a random group of 64 respondents who were the company's customers. The investigation highlights the Algerian Insurance Company (SAA) as the focus of the research. Notably, the study reveals a statistically significant correlation between customer satisfaction and the tangibility, responsiveness, and safety dimensions. However, no significant relationship was found between dependability, empathy, and customer satisfaction.

The effect of the Fiscal dominance on the Monetary Policy in Algeria from (1998-2020) using the ARDL method

The basic goal of this paper investigates the effect fiscal dominance on monetary policy in Algeria using annual time series data during the period (1998-2020) , this study employs inflation rate , budget deficit to GDP, broad money to GDP, official exchange rate, interest rate treasury bills and oil price , yet uses the bound test(ARDL) the Autoregressive Distributed Lag approach, according to our results negative and significant effects variables on inflation rate except the related between official exchange rate and inflation rate was positive and significant , hereunder the research confirms significant long run relationship exist and stable long run linkage between inflation rate and the explanatory variables.
واقع استخدام المحاسبة البيئية في المؤسسات الصناعية – دراسة حالة مؤسسة "نفطال"- بتيارت

This study aimed to shed light on the reality of using environmental accounting in industrial enterprises, through a case study of the "Naftal" Corporation - Tiaret. The study relied on two descriptive and analytical approaches due to their suitability for the purposes of the study, the questionnaire was also adopted as a main tool for the study, as it was distributed to a sample of employees of the branches of the "Naftal" organization in the currents of specialists in the field of accounting and finance. The study reached a set of results, the most important of which are: There is an actual application of environmental accounting in addition to an awareness of the importance of environmental accounting by individuals the study sample, it was also found that the industrial establishment "Naftal" in Tiaret faces difficulties and obstacles when applying environmental accounting. This is due to several reasons, foremost of which is the lack of management knowledge of environmental accounting methods, the failure to enact laws and legislations that oblige industrial establishments to carry out environmental accounting procedures, and the lack of detailed information needed to apply environmental accounting methods Environmental accounting.

This study aimed to highlight the importance of the cash flow statement as a tool for assessing the financial position of economic institutions, as a set of basic concepts related to the theoretical aspect of the study were addressed, in addition to a case study of the Saidal Complex for the period 2019/2020 in the practical aspect of the study. The study has reached a number of important results, most notably the role that the cash flow statement plays in analyzing and evaluating the financial position of institutions, as it provides data that other financial statements do not provide, and on which a set of important financial indicators are relied upon to assess the institution’s position (Liquidity quality, profit quality, evaluation of financing policies). The study concluded in its practical part that all financial indicators derived from the statement of cash flows for the Sidal complex for the year 2020 are much better than those achieved in the year 2019.
