Abstract

The digitization of public procurement in Algeria is a new topic under Law 10-236 of October 17, 2010 related to the organization of public procurement, as the Algerian legislator tried to fight corruption crimes by resorting to the modern management of this field, and because of the advantages of electronic management to combat these crimes, so that the Algerian legislator confirms the same approach upon the issuance of Presidential Decree 15-247 of September 16, 2015 regulating public procurement and public utility mandates , especially after the establishment of the electronic portal for public procurement, but the process of digitizing public procurement proceeded slowly under these two presidential decrees, and with the advent of the new law on public procurement 23-12 of August 05, 2023, defining the general rules for public procurement. So the public procurement is at the heart of this text, and more importance is given to the electronic portal.
