Abstract
This study aims to analyze the role of training in influencing career mobility within the Directorate of Culture and Arts of Aïn Témouchent, in light of the rapid transformations affecting modern institutions and the ongoing need to develop human resource competencies.
The study highlights the importance of training as a strategic tool for enhancing knowledge and skills, and it considers career mobility as an indicator of employee dynamism and readiness for growth. A combined theoretical and field-based approach, involving the institution’s employees, was adopted to verify the proposed hypotheses.
The findings revealed a link between training and career mobility, particularly in terms of horizontal mobility, with many employees having moved between departments after participating in training programs. However, training is not viewed as a key mechanism for promotion, which is generally perceived to depend more on seniority than on competence.
The study concludes that training can be an effective driver of career mobility, provided there is genuine administrative will, careful planning, and a clear alignment between training programs and the institution’s human development goals.
