This research paper aims to identify the reality of small and medium enterprises in Algeria and the extent of their equitable distribution between the northern region, including the high plateaus and the southern region, in order to identify the various obstacles that have prevented and still prevent the fair spread of these institutions in all regions, as well as the consequences of that. The study concluded that, despite the many privileges that small and medium-sized enterprises have enjoyed in southern Algeria, which exceeded those granted to the same type of institutions in the north, their growth is still slow and their participation in achieving local development is weak compared to the institutions of the North, mainly due to several demographic, climatic and organizational obstacles, and the unfair distribution of these institutions has a negative impact on both regions in many economic and social fields.en_US
