Abstract

"This study examined digitalization as a tool for reforming public utilities and public services in Algeria. It focused on the reality of digital transformation in Algeria, which represents a crucial turning point in the history of public administration. Algeria’s orientation toward joining the digital era has played a significant role in its efforts to enhance the functions of government institutions and public service organizations through the adoption of a set of necessary reforms to their traditional administrative functions. This transformation was embodied in the ""e-Algeria"" project. To ensure the success of the digital transformation project in Algeria, it was essential to establish a comprehensive legal framework by creating a secure and supportive legal environment for digital transformation based on sound legal foundations. Consequently, this framework must continue to evolve in line with technological developments. However, digital transformation also raises increasing legal challenges, particularly those related to information security and the protection of personal data, especially in sensitive sovereign sectors that handle highly confidential personal information. In response to these challenges, the Algerian state has developed the National Information Systems Security Strategy, which is based on the legislative and regulatory texts currently in force and governs various aspects of cybersecurity. Furthermore, Algeria possesses promising future prospects for sustainable digital development, as outlined in its Digital Transformation Strategy 2030. "
