Abstract

Public transactions are considered as a mean of rationalizing expenditures and protecting public funds because of their strong relationship with the public treasury as the framework through which public money is disbursed. On this basis, the Algerian government attaches great importance to the system of public transactions in terms of regulation and supervision in order to establish the principle of transparency and equality to protect public money from waste, corruption and stealing. So, our objective in this paper is to highlight the stages of concluding public transactions in the new Presidential Decree 15-247.
