Abstract

Investment concepts are flexibly changing based on countries' economic, political and legal conditions. These concepts have recently undergone a shift as a result of global events such as the COVID-19 pandemic and other global crises, including the Russian-Ukrainian war and its impact on the global economic situation. These events adversely affected investment in Algeria, prompting the country to adopt a new strategy for radical change in investment laws, including the promulgation of Law No. 18/22 and related executive decrees, with a view to achieving economic diversification and stimulating economic growth. In this spirit, the Act poses a fundamental problem with regard to its effectiveness and its impact on Algeria's economy and the stimulation of domestic and foreign investment.
