Résumé
Law 23-12 governing public procurement contracts in Algeria regulates the procedures for awarding public contracts by establishing rules that ensure transparency and competition. It defines the preliminary steps, including determining the legal nature of the contract and preparing tender specifications. The law adopts the call for tenders as the main method of awarding contracts while allowing negotiation procedures in exceptional cases. These provisions aim to ensure equal treatment of bidders, rational use of public funds, and protection of the public interest.
