Résumé
"This dissertation examines the role of Independent Administrative Authorities (IAAs)
in protecting human rights as modern institutional mechanisms designed to
strengthen the legal protection of rights and freedoms. The study shows that these
authorities combine relative independence with technical expertise, enabling them
to regulate, supervise, and intervene in areas related to fundamental, economic,
social, and digital rights. Their contribution extends to consumer protection,
competition regulation, personal data protection, freedom of information, and
electoral rights. The research concludes that the effectiveness of IAAs depends
primarily on ensuring their independence and establishing a sound legal framework
that balances the protection of rights with regulatory requirements"
