Résumé

This study examines the legal framework governing personal names and family surnames in Algerian legislation, focusing on the mechanisms for their correction and alteration within the civil status system under modern digital transformation. The central problematic revolves around the effectiveness of the administrative and judicial procedures introduced to modernize this sovereign facility, balancing the preservation of the principle of identity stability with the justified need for modification. Utilizing descriptive and analytical methodologies, the research analyzes the general rules of civil status (Decree 70-20 and its amendments), drawing a precise distinction between administrative correction under the prosecutor’s jurisdiction for clerical errors and judicial correction assigned to the court president for substantive errors and lineage. The study concludes that digitization and automatic updating have efficiently reduced judicial burdens, accelerated transactions, and secured identity security.
