Item التكريس الدستوري لمبدأ حرية الاستثمار في الجزائر: قراءة في الضمانات والقيود(2021) مزردي, عبد الحقThe amendment of the Algerian constitution for the year 2016 for the first time enshrined the principle of freedom of investment, and in line with this, the legislator, through Law No. 16_09 related to the promotion of investment, embodied this principle through a set of legal guarantees that provide legislative stability and helps to encourage investments and protect the rights of the investor and his investment project, but it contained some restrictions that affect attracting investors, and the study aims to highlight the most important of these guarantees and their adequacy, as well as shed light on the set of restrictions and obstacles that would affect the attraction of national and foreign investments. By analyzing the various legal texts for investment, a conclusion was reached that the principle of freedom of investment is recognized within the constitution, but it is not actually embodied on the ground, due to the deficiency of the legislative framework that establishes its guarantees, which is reflected in the continuous decline in the volume of investments. This threatens the effectiveness of reforms aimed at diversifying the sources of the national economy and achieving the desired economic development.Item التضامن المالي بين الجماعات المحلية كآلية لتمويل التنمية المحلية المستدامة "صندوق التضامن والضمان للجماعات المحلية أنموذجا(2021) دلالي, عبد الجليلThis study aims to shed light on the financial solidarity system between local groups as one of the most important external financial resources for these bodies in shade of insufficient its self-resources, which is currently embodied in the Solidarity and Guarantee Fund for local groups as a public institution that is based on a private administrative and functional organization and possesses financial resources contribute to it the state and local groups, and that is after the developments and stages that witnessed the circulation of many devices in charge of running and embodying this system, which is characterized by the character of regularity and periodicity, and it is considered one of the direct mechanisms for financing development and targeting its sustainability at the local level. The study concluded that the Solidarity and Guarantee Fund for local groups, despite some deficiencies in it, whether in terms of organization or interventions it works within frame of embodying financial solidarity at reduce developmental disparities between municipalities and states at the national level, by Submission annual subsidies in the field of management to cover the necessary expenses that ensure the continuity of public interests, as well as to ensure the tax estimates expected to be collected in the budget of these units; and in the field of equipment and investment, with aim of financing and creating developmental projects based on sustainability and continuity in the various economic and social fields especially at the level of deprived and isolated areas.Item دور صندوق الزكاة في تمويل المشاريع الاستثمارية: دراسة حالة صندوق الزكاة لولاية سيدي بلعباس -الجزائر- للفترة الممتدة من 2003إلى 2(2020) دريش, زهرة; نمر, محمد الخطيب; بوزيان, مخطاريلقد تم التطرق في هذه الدراسة إلى موضوع "دور صندوق الزكاة في تمويل المشاريع الاستثمارية في الجزائر،" حيث تم إسقاط الدراسة التطبيقية على صندوق الزكاة لولاية سيدي بلعباس، بالاعتماد على تفسير وتحليل الإحصائيات ومؤشرات تتعلق بنمو حصيلة الزكاة وأشكال استغلالها والمشاريع المعمولة عبر آلية القرض الحسن. ومن أهم النتائج المتوصل إليها التطور والمستمر لحصيلة زكاة المال المحصل عليها بولاية سيدي بلعباس، تزايد عدد العائلات المستفيدة من صندوق الزكاة وكذا تطور حجم المبالغ المخصصة للاستثمار، الا أنه مازال يعاني من بعض الاختلالات منها نسبة تمويل النشاطات الصناعية والفلاحيةItem دراسة قياسية لأثر تقلبات سعر الصرف على الأسواق المالية - ماليزيا) (2019 -2013نموذجا(المجلة الجزائرية للتنمية الاقتصادية, 2019) دريش, زهرة; قادري, علاء الدين; نمر, محمد الخطيبThe study deals with the problem of exchange rate fluctuations and its impact on financialmarkets, the studywasbased on a number of objectives, the most important of whichis to know the impact of the exchange rate fluctuations of the Malaysian ringgit on the general index of Kuala Lumpur priceslisted on the stock market of Malaysia.
