Abstract

The Algerian legislator has sought to establish a legal and regulatory framework governing economic real estate, aimed at organizing its allocation and exploitation in a way that ensures a balance between promoting investment and preserving state-owned property. The study shows that this approach has been reflected through a series of legal and regulatory reforms designed to improve the investment climate and simplify procedures for accessing economic real estate, by enhancing transparency and reorganizing allocation mechanisms. It also highlights that the concession system is one of the most important mechanisms adopted in this field, as it allows investors to exploit economic real estate for the implementation of their projects while the state retains ownership, thus achieving a balance between public and private interests. However, the study concludes that the effectiveness of these reforms remains dependent on the proper implementation of legal provisions on the ground, as well as on the ability of the concerned authorities to overcome administrative obstacles and strengthen coordination among them. In addition, the generalization of digitalization across all stages of economic real estate management is essential, as it contributes to faster procedures and ensures greater transparency and efficiency in handling investment files
