Abstract

This dissertation highlights the importance of prevention in combating drug abuse, through the analysis of the mechanisms introduced by Law 23/05. It shows that the Algerian legislator emphasized preventive measures alongside repression, by adopting educational, social, health, and awareness-based actions, involving both state institutions and civil society. The study concludes that the success of these mechanisms depends on their practical application, effective coordination, and adaptability to social developments.
