dc.description.abstractThe issue of water has received special attention in view of the conflicts occurring due to the non-application of the rules of just and equitable exploitation, the pollution and violations to which these streams are exposed, and the connection of this issue to the absolute sovereignty of the state and the restrictions imposed on it to apply the rules of joint and equitable exploitation and to observe the principles of non-harm. Especially in light of the technological and scientific development, which has necessarily led to an increase in the exploitation of stream water and its expansion in keeping pace with the needs of individuals and the requirements of industry, agriculture and development. Scientific and technological development has helped increase the ability to establish projects for storing and exploiting water,This increased the activity of waterways and increased the benefits and, in parallel, the problems resulting from unfair and unclassified use. The International Law Commission paid attention to the issue of international watercourses and continued to provide legal studies that took into account the agreements established between countries.en_US
