Abstract

Economic real estate is considered a fundamental pillar of economic development due to its pivotal role in the localization of investment projects .the Algerian legislator ,through law No 23-17 has sought to regulate the methods of its management and allocation according to the mechanism of concession convertible into transfer while unifying the authority responsible for its management through the Algerian agency for the promotion of investment and the investor digital platform ,which embodies a qualitative shift in this field .This aims to break away from the negative bureaucratics practices that characterized previous stages and to establish transparency and clarity in the management of this non-renewable resource ,in line with the state’s efforts to generalize digitalization in administration .thus, these reforms constitute real guarantees for a suitable business environment capable of attracting a greater number of investors ,thereby enabling the realization of effective economic projects for wealth diversification .however ,achieving these objectives remains linked to the necessity of imposing supervision throughout the stages of the investment process to ensure a sustainable real estate portfolio.
