Abstract

The issue of distinguishing between terrorism and resistance has raised several problems, stemming from the lack of agreement on establishing a legal framework defining terrorism that is unified, inclusive, and binding for all countries. It has become a kind of chaos, especially after the events of September 11, 2001, as it has produced a clear confusion between terrorism and armed resistance linked to the right. Self-determination, especially in light of the development policies practiced by major countries, while there is a huge difference between them.
