Abstract

In light of the complex challenges facing the contemporary international system and the multiplicity of threats to international peace and security, and following the failure of comprehensive international sanctions, which caused widespread humanitarian suffering without achieving the desired political objectives, targeted international sanctions have emerged as a central tool among the non-military deterrence mechanisms adopted by the international community through the United Nations Security Council. These sanctions represent a shift from collective punishment to individual and institutional responsibility within an integrated international strategy.This study seeks to examine the effectiveness, fairness, and legality of these targeted sanctions, as well as their consistency with legal and humanitarian principles, and the extent to which they can be integrated into comprehensive strategies for maintaining peace and building sustainable security.
