Abstract

The public Entreprise of an idustrial and commercial Nature ( PEPIC) is a method of managing public facilities. it is characterized by several characteristics , perhaps the most important of which is its subjection to legal duality. Sometimes it is subject to the rules of public law,and other times it is a subject to the rules of private law . Through this study,we have attempted to clarify the extent to which it is subject to the rules of public law, in terms of in subjection to the will system and the restriction of specialization , and the identify its points of connection to the state that established it. We an also aim to identify its areas of subjection to the rules of private law in terms of its activity ,workers, and disputes.
