Résumé
This thesis addresses the subject of diplomatic representation as the primary tool
states use to manage their foreign relations during peacetime. It traces the historical
evolution of diplomatic representation from ancient civilizations to its
comprehensive codification in the 1961 Vienna Convention on Diplomatic
Relations. The study is guided by a central question: To what extent have the legal
provisions governing diplomatic representation contributed to strengthening inter-
state relations and fostering cooperation under the 1961 Vienna Convention? It
employs both descriptive and analytical approaches to examine two main aspects:
first, the conceptual and organizational framework of diplomatic representation—
covering its nature and the domestic and external bodies responsible for conducting
diplomatic relations; and second, the functional framework of diplomatic
missions—addressing their primary and exceptional functions, their role in
consolidating international relations, and the legal obligations of diplomatic
envoys, with a specific focus on the Algerian context. The study concludes that the
effectiveness of diplomatic representation depends on the extent to which domestic
and external bodies adhere to their duties within the boundaries established by
international law. It recommends strengthening institutional mechanisms,
enhancing the qualifications of diplomatic personnel, and intensifying Algeria's
presence in international forums.
