Abstract

This dissertation examines the legal and regulatory framework governing startups in Algeria, particularly following the official introduction of the concept in the 2020 Finance Law and the issuance of Executive Decree No. 20-254 (amended and supplemented) and Ministerial Order No. 1275 (amended and supplemented). These texts form the legal foundation for organizing startups and innovative projects, especially those within the university environment. The study also highlights the strong connection between startups, e-commerce, and digital services, particularly in the context of rapid digital transformation. It concludes with the need to enhance the legal environment and digital infrastructure to ensure the success and sustainability of startups, while promoting a culture of entrepreneurship among university students through the mechanism of the graduation project as a startup.
