Abstract

This thesis focuses on analyzing the financial balance of Algeria's National Pension Fund. The main objective of this study is to assess the financial stability of the Fund by analyzing its revenues and expenditures over a given period. At the same time, we seek to identify socioeconomic factors that can affect the sustainability of the Fund and formulate relevant recommendations. First, we introduced Algeria's social security system and the basic concepts related to fiscal balance. Then we chose the National Pension Fund as a case study to assess its financial balance. To this end, we conducted a detailed analysis of its sources of funding and expenditures, studied trends, and identified possible imbalances. In addition, we studied demographic changes and economic trends to assess their impact on the fund's financial balance. The results of this study shed light on the recurrent fiscal deficit and an understanding of the reasons that led to this situation.Finally, we made recommendations to strengthen the financial balance of the National Pension Fund. These recommendations include improving the management of financial resources, strengthening oversight and supervision, adapting pension policies to demographic and economic changes, as well as strengthening incentive measures to ensure the sustainability of the pension system.
