Abstract
"The Council of State is a supreme judicial body specializing in oversight of the work of administrative judiciaries. It is the highest judicial body in the hierarchy of the administrative judicial system. It has been defined as the body that resists the work of administrative judiciaries. It is subordinate to the judiciary and ensures the unification of administrative judicial interpretation in the country and ensures respect for the law. The Council of State has two powers: advisory and judicial.
The importance of judicial jurisdiction is highlighted by its oversight of judicial decisions issued in the administrative field, i.e. its jurisdiction as an appeal body includes in this field the final decisions issued by the administrative courts of appeal, as well as the decisions of the Accounting Council, the Supreme Judicial Council and professional organizations. It also has exceptional jurisdiction to adjudicate appeals against decisions of the Administrative Court of Appeal in Algiers issued by the first instance,
And also disputes related to political parties and independent administrative authorities, which are powers granted to it by special legal texts that were strengthened in light of the recent constitutional amendments of 2020
