Abstract
Real estate or property is considered as one of the main pillars for creating a total
economic development as it is a strategic production factor for all vital sectors. This is due
to its contribution to increasing investments and providing job opportunities, as well as to
economic growth rates. Due to the importance the industrial property issue acquires, each
country has endeavored to adopt a development strategy in line with its human and material
capabilities that aim at achieving economic stability. Hence, getting to know the reality of this
real estate is an available option to learn about the way in which decision-makers are guided
to develop this sector. As far as the economic transformation and changing the legal system
are concerned, this study aims to define the investment system in industrial real estate as part
of the private national properties and develop new and flexible mechanisms for its appraisal.
Than clarify the method used and the procedures stipulates in the laws and regulations, in
order to value and protect private national properties on the one hand revive the public
treasury on the other hand. Despite this huge amount of legal texts, this does not negate the
existence of legal, administrative and political obstacles starting with the multiplicity of the
complexity of the administrative conditions and procedures.
