Abstract

"This memorandum examines the role of the Central Office in combating corruption in Algeria, through an analysis of the legal and regulatory framework surrounding it and an assessment of its effectiveness in combating corruption. The first chapter highlights the legal framework for combating corruption in Algeria, focusing on Law 06/01 on the Prevention and Combating of Corruption, as the primary legislative instrument regulating national efforts in this area. The chapter also addresses the international agreements ratified by Algeria, most notably the United Nations Convention against Corruption, which establishes the principles of transparency, integrity, and international cooperation. The chapter also includes an analysis of widespread forms of corruption in Algeria, both in the public and private sectors, such as bribery, favoritism, squandering of public funds, and abuse of influence, while highlighting their negative impact on economic development and trust in institutions. The second chapter focuses on the Central Anti-Corruption Bureau (CAB) as a national institution established specifically to combat corruption. The concept of the Bureau and its origins under Law 06/01 are presented, followed by an analysis of its powers in the areas of investigation, coordination, information gathering, and cooperation with judicial and security agencies, in addition to its role in promoting a culture of anti-corruption. The chapter also discusses the limits of the Bureau's organizational and functional independence, highlighting the challenges associated with its administrative and financial subordination, which may impact its performance and effectiveness. The chapter concludes with an objective assessment of the Bureau's performance in terms of achievements and obstacles, highlighting the need to enhance its independence, provide human and material resources, and activate monitoring and accountability mechanisms ."
