Abstract

"Public procurement oversight takes the form of both internal and external control. It is a verification process that occurs at the various stages of contract conclusion, with the aim of preventing errors and overruns that undermine the legality of public procurement and their compliance with the legal and financial standards stipulated in Presidential Decree No. 23-12 regulating public procurement and public service delegations. This oversight also constitutes an essential component of the public procurement oversight mechanism, carried out by the competent oversight bodies. To this end, each administration is subject to rigorous oversight of the contracts it concludes, through verification and inspection operations prior to their execution. Regarding public procurement oversight, the Algerian legislature, in the aforementioned presidential decree, addressed the organization of the public procurement and public service delegation procedure, notably through special oversight commissions, including a priori and a posteriori oversight."
