Abstract

"This research focuses on studying and analyzing the key innovations introduced by Law 23-12 concerning public procurements in Algeria. It highlights the general principles governing the conclusion of public contracts, as well as the adopted methods and procedures. The paper compares the new provisions with the previous legal framework to emphasize the transformations aimed at achieving greater transparency, economic efficiency, and free competition. The study also examines the various ordinary and exceptional procurement methods, analyzing the legal and administrative aspects of each stage, from the announcement of the contract to its approval. The research concludes by reviewing the most important pre- and post-contract control mechanisms, underscoring the role of supervisory bodies in ensuring adherence to good governance principles in managing public funds.
