خطاب الكراهية بين قانون العقوبات والمعايير الدولية لمكافحة التمييز العنصري

Abstract

The spread of discrimination and hate speech within a society fosters feelings of resentment and hostility towards individuals based on factors such as race, religion, or gender, leading to widespread violations of human rights. In response, countries worldwide are compelled to adopt solutions through legislation and provisions that encompass mechanisms addressing all forms of discrimination and hate speech. Seeking to mitigate the proliferation of these crimes and in compliance with international standards, the Algerian legislature enacted Law No. 20-05. This law focuses on preventing and combating discrimination and hate speech, aiming to address these issues through the establishment of preventive and punitive measures. It establishes a legal framework to criminalize all aspects related to discrimination and hate speech, thereby promoting tolerance and adhering to human rights principles.
