Abstract

The subject of conflict of interests concern in the countries of the world and in view of the serious consequences resulting from it and that affect the march of progress and development. Where this phenomenon is spreading in all sectors of society, especially the public sector, including the sector of public contracts, while personal interests contribute to the running gear and speed of delivery, and the accumulation of profits for the benefit without the other categories, or in the transformation of public institutions to sectarian institutions and closed party on the set specific employees, and is what undermines their credibility. And although it has not yet been dealt with legally and administratively considered as indicators of corruption, especially in the sensitive area is the area of public procurement. However, as stipulated in Article 08 of Law No. 06-01, concerning the prevention and combating corruption, is the need to inform the public official presidential authority conflict of interests with the public interest.
