Abstract

Abstract: In order to contain the social and economic situation that Algeriahas known, especially after the outbreak of the new epidemic of Corona (Covid-19), with the spread of the phenomenon of illegal speculation, and to prevent the exploitation of conditions to create state of scarcity, especially in the necessary materials or those with extensive consumption for the purpose of an unjustified increase in prices, in order to ensure market balance, in order to preserved the purchasing power of citizens, the International commission has undertaken to prepare a national strategy to combat and reduce the phenomenon, by setting up preventive mechanisms and special procedural rules to combat illegal speculation under low NO: 15-21 of December 28,2021. Through this research paper, we will try to present the states strategy in combating illegal speculation. By identifying the most important preventive measures included, and explaining the procedural rules developed to examine the crime of illegal speculation in all its forms, and then presenting it to the judicial authorities in the event that is proven to exist.
