Abstract
The creation of legislation in the Algerian legal system is an important subject in constitutional
law. The introduction of a quality legislative model will strengthen legal security and enshrine
the rule of law in keeping with the country's internal and external developments. In order to
produce the law, it must pass through procedural stages restricted by the Constitution, the law
and the rules of procedure of each of the two chambers of Parliament. It begins by initiating
laws, whether legitimate by the Government or proposed by Parliament, to be formally deposited
with the Office of the National People's Assembly or the National Assembly in accordance with
the areas specified in the Constitution, which monitors the availability of formal and substantive
conditions for submission to the competent committee for consideration, and then transmits it to
the plenary for discussion and voting.
After voting on the bill's proposal by Parliament, it follows the subsequent stage of
parliamentary work by organs outside Parliament represented by the President of the Republic,
who is considered the second member of the People's Sovereignty Representative together with
the Parliament, the majority of which is conferred by the Constitution by objecting to the law
ratified by requesting a second debate on it. The Constitution also empowers the President of the
Republic to enforce the law through issuance and publication in order to inform all individuals of
the rule of law
