It emerged as a response to the urgent need to hold individuals accountable for serious crimes that threaten international peace and security, such as genocide, war crimes, and crimes against humanity. A comprehensive system of investigation and prosecution has been developed to ensure a balance between the effectiveness of justice and the protection of the rights of both the accused and the victims. However, the system still suffers from notable shortcomings, particularly in the enforcement phase of judgments.
