This direction was reflected through the launch of several initiatives, most notably the Algeria e-2013 project and the National Digital Transformation Strategy of 2022. However, the current reality still suffers from several obstacles that hinder effective implementation, mainly the weakness of the legal framework governing electronic transactions and the absence of clear legislation regulating electronic signatures, digital payments, and personal data protection. In addition, there is a lack of coordination between public institutions and a shortage of qualified human and technical resources necessary for activating this digital shift. The lack of digital culture among some actors and the absence of a fully developed infrastructure are also considered major barriers. Achieving a comprehensive and effective e-administration in Algeria requires deep legal reform, the provision of necessary technological and human capacities, and a serious political will to ensure the continuity and long-term success of this transformation.
