The study aims to clarify the legal and regulatory framework for the digitization of public procurement, and to analyze the impact of digital transformation in consolidating its founding principles. It adopted a descriptive-analytical approach through a questionnaire distributed to a sample of 31 employees in contracting departments. The study reached several key findings, most notably the existence of a positive and statistically significant relationship between the digitization of public procurement and its founding principles, and that contracting departments possess absolute technical and human readiness to achieve full digital transformation. The study also highlighted that the joint ministerial decree dated February 4, 2026, represents a genuine executive turning point toward activating the electronic portal for public procurement.otherDigitizationPublic ProcurementElectronic PortalLaw 23-12رقمنة الصفقات العمومية في ظل القانون 23-12 - دراسة حالة بلدية عين تموشنتThesis
