The study concluded that worker protection is subject to a strict legislative hierarchy; starting with fundamental statutes, foremost among them Law 83-13, which defines the general rules for work accidents and occupational diseases, and Law 08-08 concerning social security disputes. Executive decrees implement these laws procedurally, such as Decrees 05-09 and 05-12 defining preventive measures and safety committees, and Decree 93-12 regulating compensatory aspects, down to ministerial decisions providing technical details.
