The research shows that short-term imprisonment fails to ensure deterrence and rehabilitation, producing negative social effects. Community service emerges as a strategic option that balances deterrence with reintegration while serving society. The legislator has established a clear legal framework for its application and supervising institutions. However, implementation faces challenges such as weak institutional coordination and lack of training and awareness.
